Man charged with 1st degree murder in fatal collision

NAPANEE, ON) – On March 6, 2018 at approximately 3:30 p.m., Ontario Provincial Police (OPP) officers of the Napanee Detachment responded to a complaint of a vehicle being driven at high speeds and dangerously.

The suspect vehicle, a silver Ford SUV, was involved in a collision on Highway 2 between Switzerville Road and Old Hamburg Road shortly after. The male driver was arrested and transported to hospital with serious injuries. A female motorist who was involved in this collision, later identified as 88-year-old Florence Wyatt-Morris, was pronounced dead at scene.

Under the direction of Case Manager, Detective Inspector Dave Robinson of the OPP Criminal Investigation Branch (CIB), a parallel investigation is ongoing with the members of the Napanee Crime Unit.

As a result, Andrew Michael Slapkauskas, 42-years-old, of Belleville has been charged with the following offences:

  • First Degree Murder as per s.235(1) of the Criminal Code of Canada (CC);
  • Attempted Murder as per s. 239(1)(b) of the CC;
  • Dangerous Operation Of A Motor Vehicle as per s. 249(4) of the CC; and with
  • Flight From Police Causing Death as per s. 249.1(3) CC.

He is being held in custody pending his next bail hearing.

The OPP notified the province’s Special Investigations Unit (SIU) at the time of the incident, which then invoked its mandate. As a result the OPP will not be able to provide any further information. Any other inquiries should be directed to SIU communications at (416) 622-2342.
